That author seems to have missed that Spain occupied The Netherlands for about 200 years.   I guess he didn't expect the Spanish Inquisition there.

The Spanish Inquisition (Tribunal del Santo Oficio de la Inquisición) was created by and  loyal with fanatical  devotion to the Spanish crown, not the Bishop of Rome.
