Considering luggage and travel back then, it would have been fragile or at least vulnerable to damage as shown . In addition such an element could easily have been configured as additional storage, stabilizer and a desk chair.

Restoration Hardware made a full line of furniture in that style some years ago. All had the same stamped metal plate. I did a search and it seems many are fooled and some are even trying to sell their apparent "antiques" for big bucks. They were mass-produced consumer products. They may actually qualify as vintage items, even '70s curb furniture (particle board) in mint condition sells for moderate dollars today in decorator shops. In summary, it is a neat item, just not an antique with provenance.
