It is confusing. It states that they failed to deliver court summons to 80% and the total percentage of those who later reported had only an 18% success rate total.

I do also. I also don't consider it immigration. It's an invasion against a sovereign nation (at least it used to be until biden came along) I feel we would be justified to use military force to repel it.
