What's the call? Miss causing a procedural

With rifle, engage the targets with two separate inside out sweeps. (EX: R3, R2, R4, R5, R1; R3, R2, R4, R5, R1)

Shooter hits the correct targets in the correct order (R3, R2, R4, R5, R1) with the first five rounds.

Round six is a MISS. 

Round seven hits R3.

Round eight hit R2.

Round nine hits R4.

Round 10 hits R5.

Shooter safely grounds rifle and moves to next position.

 

My question, is "were the targets hit in the correct order except for any misses"?

NO.

The miss did not cause the procedural.
Round 6 missed
R3 = MISS
Hitting R3 with round 7 (which should have been on ether R2 or R4) = PROCEDURAL.
