Everybody else in the boat is pulling an oar. They're working, they're sweating, they're getting overheated. They don't need an overcoat. George, on the other hand, is not only not working, but he's standing there in the bow where the great speed of the boat is giving him the equivalent of standing in a 40 knot gale.
