I bought some Fiocchi 209 shotgun primers on sale at a gun store years ago and have been loading them in black powder shotgun shells this year.  They have a flat surface and resemble Rio or Cheddite 209 primers.  I've had no failure to fire with these primers.  See also this Washington Examiner article.  I look forward to walking into a local gun store and buying primers without limits.

It would make no economic sense to only produce shot primer. They will produce all varieties like in Europe.
Basically, it would be better to ask the question directly to Fiocchi.
