From what I think is reflection on a window, I suspect that the photo was taken looking into a store or cafe'.

Unless a revolver, then hear the slide rack.

 

Also when doing a tactical reload on a semiautomatic (noting the removed magazine has some number of remaining cartridges, the slide must still be racked for the new magazine AND no round is ejected.

I believe the man was standing inside the window. There is a reflection off the window.

Just as Doc pointed out, a photo taken from outside the place, through the window, of a guy inside.  Look closely at the photo and you can see the reflection of a parking meter, and the shops across the street.
