Post-war question

Watching THE UNDEFEATED.

The Yankees are waiting for them at the Rio. Their orders are to stop the Confederates and make them turn back.

Why?

It seems to me that if I fought a war, and the losers wanted to leave the country, I'd be happy to see them go.

Unless I planned to enslave them. Don't want to lose that free labor.

Just seems that the more upset Southerners that went elsewhere, the better the Yankee invaders would like it.

Now, don't tell me it's a movie. I know it's a movie. It's fiction. It's made up. And the whole "can't let the Rebs leave the country" thing could be made up for the movie.

But maybe not. There were Southerners who went to Mexico in preference to living under the Yankee yoke. So possibly the Yankees were trying to prevent them from leaving. Maybe.

And if they were, what was the reasoning behind it? Why would they want them to stay?

Go South, raise funds, arms, men, etc... and plan to fight again, whether in guerrilla fashion, or something else.
