Something that you can do to your charge bar is drill and tap a hole from the end of the bar into the shot cavity. 1/4" should be plenty big enough. Then insert a set screw into the hole and use it to adjust the shot charge. If that doesn't reduce the charge enough, enlarge the hole to 5/16" The size of the setscrew needed depends on how much you have to reduce the charge by. The idea is to not have the setscrew sticking out the end of the bar you are pushing on. This technique will not work with large shot but with gthe sizes of birdshot we use it will work just fine.
