If you are referring to the third person shot and wounded in the arm, he was not a felon. He had a misdemeanor possessing a firearm while intoxicated conviction which by Wisconsin law did not take away his right to carry a firearm or his CCW permit. What makes it a straw purchase to you? What I read: Black bought it, took it home, kept it locked up. The NRA instructor did not kill him. He put two rounds into the killer (leg and body) while in the parking lot. Then pursued him in a vehicle chase. The killer called his father during the vehicle chase saying he may bleed out. The killer ultimately shot himself in the head before that could happen, making a pistol the suicide weapon.
