The train. The area might have been rural when the track was laid. 
 

Over the years the population grew with the need for housing. With no regulations about safety or rights of way, this is what you get.

When addressing someone in written form, the correct punctuation mark is a comma, not a colon. 
 

Also, when emphasizing a specific word, quotation marks are appropriate. All capital letters is the written equivalent of shouting.
 

When quoting within a quotation, the interior quotation gets a single mark. The exterior quotation receives the conventional double mark.
