No there just are some old pharts that shoot trap that love papers, mostly for the smell.  Like a lot of old pharts here there are fewer and fewer of them so the market is very small.  Since Vista owns Federal and Remington speculation is they are just Federal papers dyed a different color.

I’m sure paper is cheaper than plastic and it’s biodegradable as well.

I like paper shot-shells, to use in my Winchester 1887 lever-action shotgun, and my old Parker double-barrel. I trim it down to 2 1/2 inches, and load it up with wads, but I do not use any plastic shot-cup. I form/make my own paper shot-cups, if I use a shot-cup, that is. 

Loaded with black-powder, they will last a while, too...and of course they are easier for me to trim to the proper length.

I read an article months ago that paper shotgun shells are more expensive to make and it takes longer.  Whatever they apply to the paper requires multiple coats and has to dry completely between coats
