I don't know if they still do this but years ago when entering Pennsylvania on the major interstates the State Police had signs the size of billboards up that outlined the costs for various infractions just to let folks know what they could expect for speeding.

"Too Flat".      Yep, this is one of the clues.  

 

About the only flat spot in that part of the state would be a football field.

There's no big, ugly orange T anywhere on the sign.

 

He's wearing shoes.

Actually, I'm thinking it's Mississippi after further consideration. 

 

TN, GA, and SC are all up in the mountains (GA is in the foothills of the Appalachians south of Atlanta) and AL is on the northern edge of the coastal plain, so it's still got hills in and around it.

 

Greenville, MS is in the Mississippi River Delta and that ain't nothing but flat.

Those signs have been down for a few years now
During that time when they still had them posted,  we got stopped in PA, entering from MD on I-81. I was following an 18 wheeler, the trooper let the trucks go on but stopped personal cars and vans. He took my license to his patrol to check wants and warrants. As another truck pasted he jumped out of his vehicle to flag down another car following the trucker. Almost got hit he jumped out so fast. Once he had the other driver over he walked back to us. The trooper explained the speed he had charged me with, the fine imposed and that if I paid the fine within ?? days they would not report it to my home state. In my mind I said ‘Sold’. I wasn’t stupid enough to say it out loud., but I think he saw my smile. :D
