Can a judge stay an execution?

In all the movies and TV shows that I've seen, when the climactic execution is about to happen, the governor always issues the stay.

Episode of Bones, first season. 30 hours to prove the serial killer did or did not do it before they fry him. And they are trying to get the judge to issue a stay.

Can a judge normally do that? Since it was the judge that said to fry him in the first place, can he basically change his mind?

Or is it because this is Washington DC, which does not have a governor, so the rules are different?

Or is it just normal TV BS?
