The kid across the street has discovered rap.  When his folks are gone we get a "concert".  You get to hear the lyrics in the front rooms of my house.  The sub woofer penetrates the whole place.  My mind goes immediatly to shotgun muzzle under his jaw.  Obviously, a more considered response is required.  I have no experience being the grumpy old man, or, even the adult in a situation.  Usually doesn't turn out well when I get angry.  Parents are ESL.

What would you do?

Send the parents a registered letter with a DVD recording of the noise. Include a letter explaining if it continues the police will be called.

 

If in doubt about their ability to read the letter have a friend that speaks their native language to write it.

I'm going to assume that you have researched the local noise ordinances and also that this is happening after about 10 p.m.

 

First step is to go over and ask the kid to please turn it down and in the future to show some consideration for the neighbors. 

 

If that doesn't work,  then go to the parents. 

 

If you have to go to the parents a second time,  explain the you will call the police next time.

While living upstairs in apartment complex with a cinder block wall 20' across from the courtyard, our newly-arrived downstairs neighbors cranked up their stereo one Saturday afternoon.
My roommate (a Navy VN Vet) decided to engage in a "battle of the bands" with them (17 year old newly-weds).
The conflict escalated to full volume with the speakers of both parties set outside the doors.
I don't recall their choice of music (this was early '70's), but Krake favored 50's-60's "hotrod" tunes.
The neighbors retreated under a white flag when I blasted them with this:

The fact that he waits till the parents are away means they probably wouldn't approve.  I'd record it from your house and show it to them and ask them get him to stop. 

 

I wouldn't approach the kid unless he's an adult.

Blasting polka music works very well. A neighbor of mine had teenage kids living next door and same situation, when the mom wasn't around (single mom) they blasted the rap. He asked them to turn it down, nothing. He finally called the cops and they actually came out a few times since it was after 10:00 pm. They kept doing it though. He finally set up his speakers and opened the window and BLASTED Polkas!! They got pretty quiet after that.

In these times we’re living I wouldn’t confront the kid(s) without the parents being there.  Kids seem to spin things like a seasoned PR specialist.  I’d wait till the parent(s) are there and explain.  If you get resistance or denial then do the recording things that’ve been suggested.

Call the police. Disturbing the peace. Call them often. 
 

Dueling stereos might not be a good idea.
Years ago I played this game with an idiot neighbor and it almost ended up with me shooting the guy. Not kidding. 

My wife and I lived in a duplex row house in a little coal mining town in Pennsylvania. 
The neighbors that lived in the attached house had an 18 year old son. The mom  and dad worked nights. Junior liked the new hip-hoppy C-rap music like MC Hammer and such. As soon as the parents left on it went and loud and it played all night. 
I complained but Junior did no wrong according to the parents. 
I commenced to turning my own 200 watt stereo on during the day with the speakers facing the adjoining living room wall. 
Well, this interferes with mommy and poppy’s nappy time. They didn’t like it. But rather than get a clue, they commenced doing things like tossing roofing nails in my driveway. Getting neighbors involved to shun us. Deciding to scrub down the front of the house when we had family over. Playing raunchy x-rated videos on TV and piping the sound loudly over the stereo. Continuing the nightly barrage of music. 
This all escalated within just a few days. 
Long story short I darn near shot the guy. Good thing a neighbor called the police. They arrived as I was coming to his place with a 30-30 to make a point. No charges were filed but Poppy almost got shot and I would have got to jail. I would have gotten out of prison about 10 years ago. Life would not be what it is today. 
 

Call the police. Call them often.

Been there, done that.

 

I prefer the Scottish National Drum and Pipe Corps.

 

There's also Mongolian Folk Metal as an option.

 

 

 

What's not to like about throat singing and the drone of horse head fiddles?:rolleyes:

Having been involved in music for much of my life, I always had access to concert level sound equipment.  On two occasions, I was confronted with loud, distasteful music from a neighbor.  

 

When requests for lower volume were ignored or outright rejected, I simply brought home enough equipment to effectively move the offending neighbor’s domicile off of its foundation and played MY preferred selections until a flag of truce was offered.

 

Black Sabbath’s “Paranoid” at 130db is VERY effective!!

 

Also!!  A 1,500hp, 545 cid Big Block Chevrolet through open headers at 3:00 am is a rather rude wake up call!!

 

A dozen of your biker buddies pulling into your driveway at midnight with drag pipes thumping works too!!!  Extremely effective!!

"Iron Man" by Black Sabbath worked for me at volume 10. Scared the bejeesus out of them. The noise stopped after that.:D

Fighting fire with more fire does nothing to fix this type of situation. What if you have other neighbors on your other side or behind you? Now you are disturbing their peace. And as Pat noted, it can only escalate from there.

And disturbing the peace does not have a time frame (although some jurisdictions may still apply this archaic rule). Only after 10PM and before 8AM? What if you work midnight shift and sleep during the day? Your peace can't be disturbed because it's daytime? 

Best thing is to contact the parents and advise them of the situation. Having a recording might not be a bad idea if they're they type that thinks their kid can do no wrong. If it persists, call the police and let them handle it. Depending upon the circumstances, they may ask you if you are willing to sign a complaint. If you balk at this idea, your problem may persist. A crime needs a victim and the polices' peace cannot be disturbed.

I had a problem neighbor whom I would report to the police, code enforcement, and city council. If you make enough noise with those last two, eventually they'll get frustrated with you and act on your complaint, usually with the help of the city attorney. After my neighbor started receiving correspondence from the city threatening fines (starting at $1000 for the first offense, $5k for the second, and $10k for the third) if they got any more calls about him, he moved. Best day ever.

In my case, it was 'Scotland the Brave" by the Scottish National Drum and Pipe Corps on repeat around 3 am during a party next door.

 

I turned the couch around facing the windows, opened said windows, placed 4 4 foot tower speakers (2 Fischers, 2 Pioneers) onto the couch facing the windows, put the song on repeat on the CD player, turned the stereo up wide open, put on my shooting muffs and then took a shower until the water got cold.:D

 

I used The HU a couple months ago.  Some young woman was listening to her uncle's, cousin's, boyfriend's, sister's baby-daddy's rap tape in the booth behind me.  When it stopped I started playing Wolf Totem (which I interpret as the Mongol's answer to the Mauri haka based on the lyrics) over my tablet's speakers. 

 

When she tried to complain, I told her that I thought we were taking turns serenading each other because, after all, sharing is caring and caring means taking turns.;)

 

Calling the cops worked well in the apartment complexes in Auburn.  Had a guy blasting his car stereo in front of his apartment at an adjacent complex that was right under my bedroom window the morning of a football game.  I had closed the night before and had to be back at 2 pm to close that night, too, so I called the cops.  He stopped but restarted as soon as they left, so I called them back.

 

Note:  Cops don't like it when you ignore them like that.  It makes them quite cross.

 

Never had another problem out of him after that.

Many moons ago I had a crew working in a manhole at a very busy intersection with police directing traffic. The city had a noise ordinance due to the Hispanic idea of mufflers and the volume of radio's. ( no offense intended ) While I was there checking on the crew, a car pulled up to the stop sign across from us with the radio on volume 10. The bass was worse than full load BP shotshells with the percussion in your chest! The cop asked me to direct traffic while he encouraged the guy to cut the volume. A few minutes later another cop & a tow truck appeared and took the driver and the car away! The cop says he asked nicely and informed about the ordinance. The driver gave him a bunch of lip, so he checked the paper work. Turns out-- no license, and the car was stolen. :D All he had to do was turn down the damn radio, but nooooo! And they want these young people to vote!

Haven't had any noise issues here in many many years!!  The young man who lived next door until recently would throw loud parties on the weekend some times!  He would always invite us and he often checked to see that the noise wasn't too offensive, having his guests turn down the volume if any of the neighbors asked.  Great kid!!

 

If I ever encounter another offensively loud neighbor, I'll just have band practice!!  Between the band members, we have three trailer loads of PA equipment, including several heavy duty amplifiers and even some of those Klipsch LaScalas that you used to see stacked in towers at big arena concerts and both of my regular guitar players own full Marshal stacks with 100 watt heads!! The bass player has two Hartke 4X12 cabinets along with two comparable Ampeg stacks and probably a thousand watts of amplifier to go with it, (don't ever tell him you can't hear the bass!!!)!!

 

The sheriff and several of his deputies are friends of mine and Schoolmarm taught some of those deputies too....

Had a neighbor's kid ring my doorbell and run in the middle of the day last week. Got him on security camera. Stopped over to his house the next day and rang his Ring doorbell. His dad came to the door and I showed him the video. He smiled, said it was his kid and had him come outside. I told them it was no big deal and I enjoyed playing games too. The only difference is I ring doorbells at 2 or 3 in the morning. Said it was nice meeting them and left. Lol

About twenty years ago I was [temporarily!] living in an upstairs, outside access apartment.

 

I came home late one night, exhausted, had a quick snack and hit the sack.  The young folk in the adjoining apartment were partying away, and the later the hour the louder the music and gleeful shouting.  Finally, about 0200 I banged on the wall - a few seconds later, they turned it down.

 

Fifteen minutes later, up went the volume - both music and voices.  I banged again; once more, it softened for a short while then came on louder than ever.

 

Totally disgusted, I crawled out of bed, grabbed the clothes that I'd been wearing when I got home, made my way to their front door and knocked.  No answer; finally leaned on the doorbell.  Eventually, the door opened about a foot and a couple people looked at me - their eyes widened and jaws dropped, and when I snarled at 'em to knock it off, they both nodded emphatically and assured me they'd be quiet.

 

By the time I got back to my apartment there was silence!  Huh!  Then I got a peek at myself in the mirror - in the dark, I'd put on the Cubmaster uniform I'd been wearing at the Pinewood Derby that evening... which was darned close to our local Sheriff uniforms.  Close enough to rattle the drunks next door!  :lol:

What would you do?

 

Depends on how well you want to get along with the parents.  If you don't care, call the police and file a noise complaint.

 

If you would prefer to get along with the parents, talk to them, preferably without their delinquent around.

 

In today's world of smartphones, smartphone cameras & pictures, lawyers and political correctness it would a mistake to confront the delinquent or otherwise do something that would put YOU bring you to the attention of the police or local politicians.

I don't have a noise problem with my neighbours.

The first year we were in our new home, the folks behind us had a pool party that lasted until the wee hours.

Next morning I greeted them at 8:00 AM with a rendition on my pipes.

Every so often, in the evening at dusk, on the rear deck, I'll play a tune or two.

Years ago, we purchased our home in the hinter land, far from neighbors. Only one house about two hundred yards away, 

occupied by older folks and good neighbors. Fast forward, development occurs, neighborhood fills up. A new home goes up behind ours. 

Guy's wife left him, and he lived there alone for several years. So one day he decided to cut his grass with his gasoline lawnmower, and listen to his favorite heavy metal noise. Well, this was on the week end and my wife and I enjoyed our coffee on the deck. With the loud noise coming from his radio, enjoy was out of the question. So my wife brings out the big guns. Some opera music, piped out at top speed. The Heavy Metal lost out and we never had any more of it!:)  Don't mess with that lady.

That can work both ways.   Start recording as you walk towards the house and narrate what you are doing.   If/when the kid answers the door explain that you are recording so you can document the volume and the whole interaction.
