I believe that no one who is not totally mentally incompetent (Can understand the workings of the weapon, understand the results and risks of using such a weapon, and has no evil intent) , should be made to be helpless in the face of danger with whatever weapons best suit his / her needs and capabilities. Laws should reflect this and governments at every level should be made to enforce this against those who would attempt to disarm these people, OR ANY OTHERS because someone is afraid of them or feels that they are responsible for helping them whether they need or request help.
