For the past couple of hours. I've had a plane registered to FAA Flight Inspectional Services, flying a large oval course over my house.  The flight path is adjacent to Hanscom Air Force Base. from which the plane departed early this A.M.

 

What does Flight Inspectional Services do?

Maybe they are working with the technical staff to improve a weak spot in the Primary or Secondary RADAR coverage.

They check navigational aids, instrument landing systems, and other such things to verify accuracy. 
 

The large oval course is probably a holding pattern over a marker of some sort.

Unless their instruments find someone wearing a tinfoil hat. Then they Inspect how Flight-y the person might be. It’s in the Code and Algorithm.
