WTC, Fired SG Hull not completely out

On this stage, shotgun was last and after firing shooter laid SG down safely and stepped over to pick up his rifle.  A hull was partially out of the chamber of the double.  Shooter was awarded a minor safety since his hand had left the SG.

 

On the next stage the shotgun was first, rifle second.  Shooter shot his SG string, laid the gun down with a hull partially removed and moved to his rifle, picking it up but not levering it and was allowed to go back to the SG and remove the hull.  His hands had also left the gun after laying it down.  No call.

 

There was some discussion that the shooter had until the unloading table to remove the hull.  Is the minor safety call correct?  In both cases the SG had left the shooters hands.

Penalty is earned after the next firearm is fired, or if it's the last firearm used after it's set down on unloading table.

"Long guns will be emptied and discarded with their barrels pointed safely downrange. This condition may be corrected on the clock, prior to the next round being fired."

 

Page 18:

"If the long gun is the last firearm used, it must be cleared prior to it leaving the shooters hand(s) at the unloading area."

The shooter has until he/she reaches the unloading table to clear the hull.  If the shotgun was laid down on a staging table, no call.  If he/she lays it on the unloading table, MSV.  That's how the RO card reads.
