Dantankerous Posted November 22, 2020 Share Posted November 22, 2020 Looking around on Gunbroker I find a beautiful old Dan Wesson 715 revolver for sale in California by a California FFL who says gun not available California. I look over his other firearms for sale and he has other older Colts and pre lock Smith and Wessons for sale. None of them are available for sale in California. Revolvers! Some of the ads say something about "not on the roster." Does this have something to do with these revolvers not having a lock or some type of drop safety or something? For semi-automatic pistols and double action revolvers (single action revolvers at least 7" over all and with barrels no shorter than 3" are exempt) to be on the approved list the manufacturers have to pay the Danegeld and have guns tested Expensive. Then, to KEEP them on the list they have to do it every two years. Older models that are no longer popular and have low sales are often not resubmitted by the makers. Now, here is where it gets screwy, IF you find one on consignment, THEN it IS transferable in California. Also, say there is a Stainless Steel double action, 4" barrel that is available and on the Roster of Handguns Certified For Sale, but you want it with a 5" barrel. Hmmm....they didn't get that one tested so you can't buy the 5" version in California. Or maybe you want the blue steel rather than Stainless, same thing, the maker might not have had it tested and kept it on the roster. Any change of barrel length or color makes it a different model. You want the Wilson .45 with the tan slide and green receiver? Well, the one with the green slide and tan receiver is on the roster, but not the one you want, sorry. Makes no sense. Pat Riot Posted November 22, 2020 Share Posted November 22, 2020 @Subdeacon Joe is correct on Single Actions. *Permissible handguns that are NOT on the handgun roster: Single-action revolvers that have at least a 5 round capacity with a barrel length of at least 3 inches and an overall length of at least 7 1⁄2 inches are permitted. Single-shot pistols that are top-break or bolt-action with a barrel length of at least 6 inches and have an overall length of at least 10 1/2 inches are permitted. Found that description and others here: https://www.gunbuyer.com/california-state-restrictions Actually the list is updated annually now. More money is needed to fund the DOJ - Dept Of Jackasses. Each gun in each color and configuration must be submitted for testing by “The State” (insert sickle & hammer here). Ten of each gun must be submitted and will be destroyed at the end of testing. There is a huge fee for this but I cannot find info on how much. Once a gun passes it can be placed on the roster and each year the manufacturer has to submit renewal documents and $1200 per each gun listed. ANY updates or mods to ANY GUN on the list requires resubmittal of 10 of each gun modified for submittal. Modifications include color changes and sight changes. The People’s Republic of California will not allow the wholesale access to “unsafe handguns”. That is why you can only buy Gen 3 Glocks in CA. The 9th Circus case re the safe handgun law in CA the lower court's opinion was that as long as a gun was available for sale in CA the law wasn't unconstitutional.
