What would you call this haircut?

It is a burr or a buzz cut. A crew cut has the sides cut this way, but the hair on top is slightly longer and is left standing.  Many who wore the crew cut used a wax or other hair dressing to get the hair on top to stand at attention.

No, crew-cuts and flat-tops are not the same.  I had a flat-top when I was 10.  With a flat-top is quite literally cut to give you a flat look on top

My Dad always called it a Pig Shave.  When I got in trouble (which hardly ever happened :) ) he would threaten to have my hair cut that way as opposed to my usual crew cut.

Dad was a small town barber from 1950 to mid 80's.  He gave us Princetons when we were kids; crew cuts with bangs that you combed, while rest of hair was left natural.

From the picture provided by SDJ, the crew IS in fact flat on the top! The “flat top” is just a little longer than the “crew”!  

 

The crew IS flat on the top until it slopes off the back of the head.
