Yes, if the white portion on the rear of the sight is just a glare, the sight would be legal in any category that allows adjustable sights.

Huh... I thought it was glare. Looks like a "dual elevation" sight.

Dovetailed sights are also legal on Cap'n'ball or opentop/conversion revolvers in fixed sight categories.  (Also page 37 SHB)

I would ask for an external modification approval before I invested a lot of time (and/or money), into these sights; and for what category.  

Getting an opinion from some folks on the Wire has no bearing if the modified sights are challenged.
