This story is from a long time ago, from a long time ago. Rent control passed, limiting increase to 4% a year. he decided no more 15 years without an increase. He raised the rents 4% as soon as he legally could, and then raised them 4% each year, every year, to the day. It added up to quite a bit after a while.
