Saw something similar done to a Mosin-Nagant, attributed to an insurgent, so I have to agree with Sixgun Sheridan!

From the cocking piece I think it is a No. 4, not a Mod. 1 and so didn't have a magazine cutoff.

They did away with the mag cut off in the early war variants of the No.1MkIII.  By the time the No1MkIII☆ was introduced, it was gone.

I think it is a modified sappers Lee Enfield for use in tunnels.

About calling upon miners....

 

when the Soviet Union wanted Metro systems for Moscow and Saint Petersburg, miners were brought from everywhere in the country and when they needed miners to dig a tunnel under Chernobyl reactor #4 , miners were again brought in from around the country.
