There might have been an agreement in place to allow the bill to pass or fail, but that would depend on trust that each side was going to live up to its side of the agreement. Also, a voice vote gives political cover. Someone can say they were for it, while actually being against it. A roll call vote forces ‘representatives’ to show their cards.
