Well, if you were reporting to Col. Carrington at Ft. Phil Kearny, it would have been 1866, and Custer was LTC of the 7th, in and around Kansas. While GAC was LTC of the 7th Cavalry, the second in command of that regiment, he had been a major general (if I have the rank right) of volunteers during the War.  Custom in the Army was to call an officer by his highest rank, which is why Autie was commonly referred to as "General".

Custer was a Brevet Major General. This was a custom awarding an officer a higher rank as recognition of his performance, usually in combat. It did not include the pay or actual permanent rank. After the war he retained his actual rank of Lt Col, but was still largely referred to by his brevet rank.
