Phil Kearny, it would have been 1866, and Custer was LTC of the 7th, in and around Kansas. While GAC was LTC of the 7th Cavalry, the second in command of that regiment, he had been a major general (if I have the rank right) of volunteers during the War. This was a custom awarding an officer a higher rank as recognition of his performance, usually in combat. It did not include the pay or actual permanent rank.
