That #@$hole is probably the same type of idiot to let open paint cans fall over in the back of their vehicle while driving around and letting it drain all over the road. Painters do this $#@% because dumps and disposal centers will not accept cans with wet paint in them. So they let them tip and drain in their truck (and all over the road) as they drive and then let them dry for a day before tossing them in a dumpster or at the dump.
