YES this did, in fact, happen I've seen that before claiming the bits were bullets. Also regular foam earplugs described as rubber bullets that police have used. There are also cases of homeowners near ranges showing an intact loaded cartridge, case and projecticle, and claiming that this bullet hit their house from the range. 2 Quote
