Looks like they took a 15 foot motor boat, cut most of the bottom of the hull away, then patched the big hole with clear visqueen, held in place with that invisible flex glue. Then he pilots the boat around in a little harbor full of sharks. The commercial would probably be more impressive than this "how we did it" video. Many of the behind-the-scenes shots show people in the water with the sharks. Either they are not people eating sharks, or they weren't hungry.
