What's the call and why

Ok, silly question but what's the call and why please.

Shooting is done, and first counter is holding 1 finger, second counter is holding 2 fingers, and 3rd counter is holding 3 fingers. My answer is 2 misses, census on 2 misses. But I cant find were it says. Common since says lowest count goes to the shooter but?

Majority of spotters in this case - is two of the three.  Two counters said there were two (or more than two) misses.  There was no majority that said three, just one counter.   Of course, all three saw one, but the MAJORITY rules, so you take the two and move on.

 

"The others" you speak of were WRONG, WRONG, WRONG.

Spotters/Counters – have the responsibility to count shots and misses and to verify targets were engaged in the correct order for the required number of shots.

A minimum of three spotters are required – majority 2/3 breaks any ties in regards to misses.
