With the exception of Utah's 145th Field Artillery Regiment, all of the units were from the California National Guard. The maneuvers pitted Northern California's 79th Infantry Brigade commanded by Sacramento's Brig. Gen. Wallace Mason (159th and 184th Infantry and 143rd Field Artillery Regiments) versus the 80th Infantry Brigade led by Los Angelino Brig Gen Walter Story (160th and 185th Infantry and 145th Field Artillery Regiments) Two years later, the Army's Fourth Army held an even larger exercise that included Regular Army infantry and coast artillery regiments from the Presidios of Monterey and San Francisco.
