He is a Lt. Colonel.  I don't know about the Army, but Navy protocol was you could call a Lt. Commander 'Commander' so long as there wasn't a full Commander present.  We also called the Skipper of our sub Captain even though he was a Commander.  I'm not sure what protocol would have been if an 06 had been onboard.

It is common in the Army to call a Lt. Col as 'Colonel' verbally, but not in print.

I did not know that! I bet it’s the same in the Navy, but I forgot. It’s been over 30 years.
