New California ammunition laws

I was just reading about the new ammunition laws that take effect in California.  They can't sell ammo to anyone who lives out of state and you can't bring ammo into the state.   Apparently, you have to be registered with the California DOJ and your I.D. information has to match up with what they have on file or you get turned down.  Some of the new laws went into effect Jan 1 and the ammo background check starts in July.  I know there are lots of SASS clubs in California.  Kind of makes it hard for out of state shooters to participate in matches.

As I read the two articles in the link I learned two things: 1) without a CAL state drivers license one may not buy ammo there and 2) it is prohibited to bring ammo purchased out of state into California.  It seems to me that would effectively prohibit many shooters from participating is SASS matches in California.

I didn't read the article, but my understanding is the out of state purchase applies to California residents.

Can I drive in ammunition I bought out of state?

No. On Jan. 1, it will be illegal to import into California ammunition purchased in another state. The legislature passed a bill in 2016 that would have allowed hunters to bring in up to 50 rounds from out of state without taking it to a dealer, but Proposition 63 overrode that, according to the Department of Justice.

True, but that is not an argument I want to make to law enforcement or a magistrate.  How can I prove my ammo was handloaded?  Yes, the burden of proof is on the state, but do I want this legal fight?  As a retiree does anyone want some large legal bills?  I think I will shoot elsewhere and donate to organizations prepared to take the issue to court.

Is "I" a California resident? 

 

Does that apply to visitors bringing in ammo for personal consumption??

I can tell you that out of state folks can not buy ammo in PRK now. :angry:

Don't have, and can't find and answer about out of state folks bring in ammo for a shooting event.

I can see it now, people selling baggies of powder behind the bowling alley or dumpster. Yeah man, there's enough here to load 100 rounds. 

And, only single stage presses can be sold no progressives (pardon the pun). :o

Here in Reno Nevada, next to the Calif. border on I-80 we see lots of Californians at our gun shows taking cases and cases of ammo on hand trucks out to their vehicles. So unless the border check point in Truckee will now be tasked with asking about ammo who's to know where the ammo came from. Or soon,Sir do you have fruits or vegetables and 10,000 rounds of ,223! Please pull over to the secondary check point. SO instead of drug sniffing dogs, we now have ammo sniffing dogs. You laugh...but wait.

Ike it is not the CHP it is the California department of agriculture that man's that station and most of them just ask questions, I go through there everyday 5 days a week

The law prohibits California resident from bringing ammo that they purchased out of state back in. If I leave California for EOT with my ammo and bring back what I don’t use, I’m not breaking the law. If someone from out of state brings ammo here for their own use, they aren’t breaking the law. And if a person were to get caught buying ammo out of state and bringing it in, (they would have to prove where it was purchased as this is still the USA), the punishment is an infraction with a $100 fine. This sucks, and it is dumb, but it’s not the end of the world. I’m supposed some of you ever leave your homes with as much as you worry.

Good info.  Do you have a reference for the $100 fine?

Unfortunately, for some of us, I suspect a conviction of that type would negate some needed security clearances for employment.  I've known of individuals denied employment in law enforcement because of firearms related convictions.

I am not even almost suggesting that anyone break the law. Just pointing out that you won’t do 20 years in prison if you erroneously got convicted.
