TO: All California Licensed Firearm Dealers


RE: New DROS System Issues


As many of you are undoubtedly aware, the new California Department
of Justice (DOJ) Dealers Record of Sale system (DROS) has been
experiencing outages and errors since it was implemented on January 1,
2014.


These issues have reportedly caused loss of sales/transfers and the
inability to transfer firearms to purchasers who have passed the
background check and completed the mandatory 10-24 hour waiting period.


CAL-FFL, in cooperation with The Calguns Foundation, has been working
to resolve these issues since it was first reported to us on January 1,
2014. In our attorneys’ communications with DOJ, the Bureau of Firearms
stated that some errors may have been caused by DROS system users not
properly logging out of the system (likely by simply closing the web
browser used for the DROS DES entry system) and maintaining active user
sessions on the DROS system.


In order to help mitigate issues you may be experiencing with the
DROS DES system, you should log out of the DROS session at the
completion of your DROS transaction using the procedures in the DOJ’s DROS Entry Firearms Dealership User Guide (see page 9). The new DROS system user manual is attached to this letter and can be viewed or downloaded at https://oag.ca.gov/sites/all/files/agweb/pdfs/firearms/dros_entry_guide.pdf.


We will continue to actively monitor this situation and provide
updates as new information becomes available. In the meantime, we ask
that each of you maintain a detailed log of DROS issues that you
experience, including:


  • The names and telephone numbers of individual gun buyers/receivers impacted by the DROS issues, including:
    • Anyone who tried to purchase a firearm on December 31, 2013, from 7
      p.m. to 11 p.m. but could not due to the DROS system being shut down
      earlier than normal;
    • Anyone who tried to purchase a firearm (via dealer or PPT) from
      January 1, 2014, to present (ongoing) but could not due to DROS system
      outages/errors;
    • Anyone who tried to receive a firearm following the 10-day wait from
      December 31, 2013, to present (ongoing) but could not due to DROS
      system outages/errors;
  • Sales records for transactions cancelled or not completed due to the DROS issues.
