Does the action have to be locked before it is considered closed?or when you pick it up and it falls open is that good.

sxs layed flat after string chambers not visable but was not latched

I have always been taught that you need to be able to visually confirm that the firearm is empty. If it is closed far enough not to be able to do that without actually handling the gun, I would call it closed.

YES

YES

As long as the opening mechanism hasn't been "deactivated" (i.e. is FUNCTIONAL)

...if a SxS has been "modified" so that it doesn't actually "lock" closed, that is an "illegal equipment" SDQ

Be aware that a SxS shotgun set down in that "looks closed" condition will likely result in the shooter being advised or called back to open it.

IF it IS actually OPEN (not latched), be prepared for a reshoot situation.

Recommend taking that extra (miniscule) amount of time to make certain that it is OBVIOUSLY OPEN when restaging.
