We see in Dred Scott v. Sanford, 60 U.S. 393 what the justices on the US Supreme Court considered some of the horrible effects if Negros were to be considered citizens:

It would give to persons of the negro race, ...the right to enter
every other State whenever they pleased, ...to sojourn there as long as
they pleased, to go where they pleased ...the full liberty of speech in
public and in private upon all subjects upon which its own citizens
might speak; to hold public meetings upon political affairs, and to keep
and carry arms wherever they went.
(highlights mine) From that we see that, yes, it was common practice for citizens to go armed. And that "polite society" was scared to death of blacks being allowed to do the same.

No, we haven't come very far. Oh, our technology has greatly changed over the past two or three thousand years, but human nature stays pretty much the same.

 

To illustrate that I have a story from Ren Faire in Marin Co. CA. The "Penny Lady" - village mad woman - went into her little act. Dirty, torn clothing, matted hair, scrabbling around on the ground and yelling, mumbling, shouting, "Penny! PennypennypennypennyPEEEENNNNNNNYYY!" and such. The tourists crowded around her to watch, some tossed coins to her. Quarters, nickels, etc, she just tossed aside, but pennies she tucked into her clothing. She would every now and then eat paper money.

 

Now, this was in o, so tolerant, diverse, and inclusive Marin County. Most of the people who came as tourists were, maybe not rich, but at least quite comfortable. People, mostly teens, went from tossing coins to her, to tossing them at her, to throwing them at her. And the parents were giving the kids quarters, half dollars, and silver dollars (susan bs, not "real" silver dollars), and egging them on. Took maybe three minutes to go from just playing along to see what would happen to thiiiiiis close to being a violent mob. If she hadn't scrambled off to one of the food vendors it could easily have gone over that edge. It was amazing to watch.
