Tom Bullweed
Savage called their proprietary new cartridge in the then-new Model 1899 the .22 Hi-Power in 1912. The DCM matches that I have shot in my area are called 'hi-power' rifle matches. I saw everything from .222 and up used. My interpretation is simply that a rifle is a high-power one is chambered in a centerfire round intended for rifles, not handguns.
