How is leaving the pistols staged on the table a safety issue?

Minor safety infractions occurring during a course of fire that do not directly endanger

persons result in a ten-second penalty being added to the shooter’s time per occurrence for

that stage. “Minor” safety infractions are occurrences such as failure to open a long gun’s

action at the conclusion of a shooting string or failure to return a handgun to its holster at the conclusion of a shooting string.

guess the key word there is "Return". the pistols were staged and normally if staged they are left on the table after the shooting string unless otherwise instructed like in the instructions "Pistols on table, stage instructions call for shooter to shoot four cardboard targets twice in the order of the suits of the stapled cards.

2. In the event a competitor doesn’t agree with a Range Officer’s final penalty or assessment, the competitor has the right to “politely” request a Supervising Match Official (Range Master or Match Director) to review the call. The Range Officer’s call can be overruled only in the case of a rule or policy interpretation.
