Sorry for the ignorance, but what exactly does "black powder frames" mean? Does that mean not designed to hold up to cartridge rounds? Or is it just a style?

A "Black Powder Frame" SAA has the base pin held in by a screw like the early Colt SAA's had. Later the Colt SAA's base pin was held in by a spring-loaded cross-pin, i.e. "Cross-Pin Frame". The .38 WCF (.38-40) is a .40 caliber cartridge round.
