Relic hunting and collecting under attack in Kentucky

Don't know how many of you are involved in relic hunting and collecting, but I am and I got this from an email list I belong to. It's already been vetted and verified. Any Kentuckians here should make note of this.

Folks,

 

I have had some questions regarding how to find your representative or

senator and how to contact them. Here is how to do it:

 

1 - Go to

www.lrc.state.ky.us/

This will get you to the Kentucky Legislature home page. You

could also just search for Kentucky Legislature.

 

2 -On the left side of the homepage you will find "Who is my

legislator? Click on that heading.

 

3. The next page that comes up click on "By County"

 

4 - Then just go to your county and you will have both your

representatives (Probably more than one) and your senator. Click on

them and that will get you to their email and phone numbers.

To find the bill - HB 379 - go to the following;

www.lrc.ky.gov/record/11RS/HB379.htm

This will give you the brief version of the Bill - not enough to see how

the Bill is really sticking it to us. Click on the blue HB 379 to

get the full version of the Bill - only three pages long.

 

PLEASE GET THE BALL ROLLING !!!

HB 379 SAYS "It is hereby declared to be public policy of the

general store knowledge concerning history, archaeology and

The bill further defines"Archaeological resource" as

"any material remains of past human life...... and is at least fifty

(50) years of age". YEP - you read it right 50 years

old!!!!

THIS BILL WILL REQUIRE YOU TO HAVE A PERMIT FROM UK TO SURFACE

HUNT!!!!! ONCE YOU HAVE THAT PERMIT (FAT CHANCE OF

GETTING ONE) YOU WILL BE REQUIRED TO HAVE WRITTEN PERMISSION FROM THE

LANDOWNER. They have pulled a sneaky in their writing of this

bill. At first glance, it appears one needs only written permission

and then you can surface hunt. Down the bill just a bit, under

permit requirements, they say "exploration or excavation

of any archaeological sites......" so they hit surface hunting

in the permit requirement.

This Bill is already in committee - The House Education Committee and

Leslie Combs is on that committee so you can bet it will get out of

committee and onto the floor of the House for a vote.

IF YOU WANT TO BE ABLE TO COLLECT RELICS IN KENTUCKY - THIS BILL HAS

TO BE STOPPED!!!!! GET THE WORD OUT TO YOUR REPRESENTATIVES

AND STATE SENATORS FAST!!!!

You will be hearing more from me in how to do this but we have all

been here before so get the ball rolling. We don't have long

to take action!!!

Dear Representative Napier,

 

It looks like I need to be contacting you about another House Bill - HB

379 - which is an attack on the rights of private land owners. HB

379 will essentially make it illegal for anyone to pick up an arrowhead

or other "relic" fifty years old or older. Representative

Combs has been pretty sneaky in her wording and organization of this

legislation. In Section 3 (2), she talks about no one being

permitted to collect artifacts without written permission. This is

essentially a meaningless section as in Section 4 (2), applies the permit

requirement to any archaeological site; hence making it illegal to

pick up anything fifty years old or older. I am a sixty-three

year old farmer / landowner from Madison County. Under Rep. Combs

bill, I can't pick up one of my old toys which I lost as a child on my

own farm. I would have to have a permit from UK to dig up my

family's old ice house to find some old bottles without first getting

permission from UK AND there is nothing to say UK has to give me that

permit. even though it is my own farm This is simply a violation of

individual property owner's rights. Please oppose HB 379.

rights of hard working Kentuckians!!!

As much relic hunting that goes on here in Virginia, I know a lot of people that this would really hurt.

Hell it's been illegal to pick up relics on public land (BLM, NF) for several years. Not supposed to even pick up an arrowhead. :angry:

This all dates back to those danged Buckeyes from Ohio stealing our Indian Head Rock out of the Ohio River.

Had to threatend to call out the Militia use the flatboats to land troops to recover it.
