It has to do with a human looking alien who gives a small boy a shoulder fired ray gun that will back up time for a short span. The boy uses it to back up a car that has hit a child, saving the child from injury. That's about all I remember, that one scene. Ring any bells? A Martian scientist (who looks just like a regular human) has a time machine (it looked kinda like a ray gun attached to an oscilloscope) and he and his assistant come to earth to witness a murder. A woman shoots her cheating husband as he steps out of an elevator in a hotel lobby. They play it and replay it and stop action (he gets to walk around and measure stuff while everyone is frozen in time) and reverse, replay, and they change the outcome of the scene by altering where the bullet hits. Possibly a more obscure TV show or movie. I think this was before TZ or OL. It seems to me that I saw it in the movies, not on TV, but not sure. Don't forget, I was 5 or 6 years old, 60 years ago.
