This is from the 44th ed of Lyman I know it's a black powder gun but it might get you started in the right direction. or you might just drill out the cases and put a shotgun primer in them and no powder, I have some wax bullet cartridges that are like that, not sure on the pressure though.

This powder is great for 45acp and 9mm. Load data for this powder is quite limited as it is, the only data I have seen for it comes directly from Shooters World and is only for pistols.
