I've actually seen that exact thing on more than one occasion. One at a residence and twice at a commercial location (same location, two different panels). The so-called maintenace man was very proud of his set ups to resolve the overloaded breaker.

Scammer all the way. If you sent him funds...your fund are gone. There is a thread called "Can anybody vouch for" on page 2 concerning the scammer in question. I thoroughly suggest that you read this entire thread along with the other scammer threads below it before purchasing anything from here or any other site.
