I've always used those terms interchangeably, but I seem to remember my dad saying if it had no reel it was a pole, if it did it was a rod.

With this heat lately I thought I'd tell you people with dogs about these vests. My son has a shih tzu that in this heat will walk about to the end of the yard than lay down and refuse to move. He bought one of this type of vest ( maybe not this exact one but similar ).
She walks much better in the heat, if your dog is having trouble with the heat this might work for you.
